RESOLUTION SETTING ANNUAL DUES — July 20, 2026

RESOLUTION SETTING ANNUAL DUES FOR MEMBERS OF THE COALITION OF WATERSHED TOWNS

WHEREAS, the Coalition of Watershed Towns is primarily supported by the annual dues paid by its member towns and villages as well as contributions from the counties that comprise the West-of-Hudson watershed for New York City; and

WHEREAS, at least 15 years have elapsed since the Executive Committee last visited the schedule of annual dues and considered the tiered basis of those dues;

WHEREAS, the Executive Committee established a sub-committee to revisit the basis of the dues structure; and

WHEREAS, the sub-committee considered a variety of alternative scenarios to the dues schedule including the area of the towns in the watershed and the relative populations of villages and towns; and

WHEREAS, the sub-committee ultimately determined that the alternative scenarios presented unnecessary complications and little difference in individual assessments and therefore decided to maintain the existing tiers; and

WHEREAS, the sub-committee considered the existing balance in the Coalition’s accounts, the anticipated reimbursement from New York City of legal fees associated with the recently signed Side Agreement and anticipated future costs and recommends that the existing fees be reduced for towns and villages by between $150 and $450 per year.  County dues will remain unchanged; and

WHEREAS, a town’s annual dues will be $1,300/yr unless it has a population less than 750 persons or less than 7500 acres in the watershed in which case the dues will be $525; a village’s dues will be based upon population and be $525 for populations up to 750 and $1,050 for populations above 750. Each county’s dues will be $2,250/yr.

NOW THEREFORE, LET IT BE RESOLVED, that the Executive Committee thanks the dues sub-committee for its efforts and adopts its recommendations for the annual dues as included in the attached Exhibit A and that these dues shall become effective upon the next annual dues assessment.
